Become a Vendor

Thank you for your interest in becoming a vendor to the Oregon Health Network!

PROCESS

  1. OHN submits Requests for Proposal (RFP to the Federal Communication Commission's administrative contractor, the Universal Services Administrative Company (USAC), and USAC publishes the RFP.  RFP's for Oregon and for the Rural Health Care Pilot Program projects in other states may be viewed at the following URL along with other information about the Program: http://www.usac.org/rhc-pilot-program/tools/search-postings-2009.aspx#OR
  2. Private broadband service suppliers (phone companies, cable companies, other telecommunications service providers) bid on each project. Winning bidders are contracted to install and operate any necessary facilities and to provide the Quality of Service specified in the RFP.
     
  3. USAC pays the service provider 85 percent of the cost for eligible projects, with the 15 percent match of construction, installation and monthly service costs for up to three years paid by the eligible organization or by subsidy funds provided through OHN for eligible rural locations.
     
  4. OHN monitors the broadband services through OHN's Network Operations Center (NOC) to insure compliance with the specified technical standards.

VENDOR ORIENTATIONS

The FCC RHCPP is a unique pilot program for the FCC, therefore we have developed two orientations to better inform our future valued vendors on the phases, process and requirements to participate in the program. If you have already participated in a RCHPP RFP or are currently on oOHN's  list serve for notifications of RFP's, you will be invited to join both of these orientations. If you have not yet participated or received such updates, please email vendor@oregonhealthnet.org to request being added to our distribution list and to find out when the next orientation is.

Critical to these orientations and for successfully navigating the RHCPP process in the very time-sensitive and interdependent timelines the FCC dictates, is to make sure that everyone within your organization is prepared.

Therefore, we highly recommend having the following members of your team ready to attend these presentations:

  • Sales executive/account manager
  • IT/network specialists
  • Billing/Accounting

Vendor Orientation 2: Awarded Vendor Workshop

What is covered in this presentation?
Clarificiation on working with OHN and our future participants (members) before and after the posting of the RFP; detailed tips and requirements for negotiating your contract with your site if you're the chosen winning bidder; the turn-up (go-live) process; how to work within the FCC mandated invoicing and billing approval process; as well as how to work with the OHN Network Operations Center (NOC). 

HOOKING UP TO THE NETWORK OPERATIONS CENTER (NOC): While we are in the process of developing a complete welcome packet for both vendors and OHN participants that will include a wide variety of information, here is a link to a general "how-to" document for your IT staff and winning telecommunications vendor when it comes time for you to take the steps to hook-up to the NOC.  Contact information is also included should you have any questions or concerns.

 

FCC Seeks Public Comment for Changes to National Broadband Plan

The Federal Communications Commission (FCC) announced it is making changes to the National Broadband Plan, which is designed to assist thousands of health providers at hospitals and clinics in the U.S. who lack adequate broadband access and capability. The announcement, made July 15, begins a 30-day open window for public comment. Updates to the FCC’s National Broadband Plan include the development of a permanent $400 million fund to further broadband infrastructure and build out of health information capabilities in rural areas. This financial support is an additional funding opportunity, outside of the current Rural Health Care Pilot Program (RHCPP) of which Oregon Health Network (OHN) manages for the state, and the standard Rural Health Care Program (RHC).
