The True Economics of a Healthy Community
Our local hospitals, clinics, and health care education facilities serve a critical function in their economic ecosystems.
Access to quality, affordable health care and education remains a principal factor separating cities that thrive from those that struggle to stay viable. In addition to fulfilling basic human services, our valued local hospitals, clinics, and educational institutions are the heart of the communities in which we live, work and play. They represent a major source of employment, commerce, and technological innovation, supporting the health of residents and businesses alike. When they’re not competitive or any aspect of their performance is compromised, the effects are felt throughout their region.
The Oregon Health Network (OHN) is leveling the playing field with a broadband network of health care and education providers. With OHN membership and the wide array of telehealth advances it can deliver, rural and underserved communities can collaborate and compete more effectively with their larger counterparts, both locally and abroad.
Membership Benefits
- Good for the provider: Workforce development shortfalls continue to challenge the health care industry, statewide. With OHN broadband connectivity, your teams have ready access to ongoing training and support. We’ve also worked hard to ensure maximum performance with minimum impact on your staff. With 24/7 customer service, our state of the art Network Operations Center (NOC) actively monitors your connection through the use of leaf nodes installed on your site. You’ll always know that your vendor is living up to the OHN quality standards and your contractual requirements.
- Good for the patient: Real-time HD video consultations, telesurgery systems, and the easy exchange of large imaging files will connect patients to specialists hundreds of miles away. Your patient receives the best possible care without the added time and expense in traveling across the state for treatment.
- Good for the community: Residents and business owners have no reason to leave as long as their needs are being met. Having access to quality health care is one of those needs. Perhaps less visible is your role as technology leader and innovator. By bringing the middle-mile broadband connection to your community, you effectively reduce the cost of extending that connection to local homes and businesses. With access to high-quality broadband, everyone can help contribute to the economic stability of the community.
- Good for the long-term health of your business: Implementing a telehealth program can be a big enough challenge in and of itself. But what’s next? What telemedicine programs are best for you? How do you prove ROI and improve upon the delivery of care? OHN is much more than a broadband network. We’re a people network with decades of expertise and an eye on the horizon.
With OHN and our strategic partners, we can provide value-added benefits including:
- Strategy, planning, training, education and funding sources
- Advocacy and awareness building
- Strategic partnership development
- Hardware and software applications/development
Annual Membership Fees
OHN is a non-profit 501(c)3 organization whose primary source of ongoing revenue is participation fees. The vast majority of this revenue is applied to the operational costs of running the network. Additional funds are dedicated to special subsidies and grants we’ve developed for project-specific research. We make every effort to keep our fee structure affordable without compromising the level of quality required to serve this important market.
Fee Schedule
We currently have two sliding scale pricing models:
MODEL 1: Pricing for qualified FCC RHCPP Participants
-
-
Type of facility
-
The annual revenue of your organization
-
The direct cost of connecting you to the OHN network and the value you're receiving as a result of the RHCPP subsidy
-
Note: The final cost can only be calculated after the vendor contract has been approved by the participant, vendor and the FCC/USAC in the form of a funding commitment letter (FCL).
MODEL 2: Standard pricing for Non-RHCPP Participants
-
- Type of facility
- The annual revenue of your organization
- The direct cost of connecting you to the OHN network and a percentage of the cost of your monthly telecommunications/internet fee. Additional bandwidth usage fees may also apply.
While our pricing models are customized in nature, reliant upon your potential RHCPP contracts, information on your revenue (unique equation) etc., we do not have a flat rate model to provide. However, OHN staff will be happy to answer any of your questions in advance of the process to provide you with estimates of anticipated fees to help you and your team in your decision making process. For additional information about the RHCCP Program and funds distribution model, please visit our RESOURCES area > FCC/RHCCP Info or email Kim Klupenger, OHN's Operations Director at kklupenger@oregonhealthnet.org.
FCC Seeks Public Comment for Changes to National Broadband Plan
The Federal Communications Commission (FCC) announced it is making changes to the National Broadband Plan, which is designed to assist thousands of health providers at hospitals and clinics in the U.S. who lack adequate broadband access and capability. The announcement, made July 15, begins a 30-day open window for public comment. Comments can be sent to: Federal Communications Commission, 445 12th Street SW; Washington, DC 20554 or via email, fccinfo@fcc.gov.

Updates to the FCC’s National Broadband Plan include the development of a permanent $400 million fund to further broadband infrastructure and build out of health information capabilities in rural areas. This financial support is an additional funding opportunity, outside of the current Rural Health Care Pilot Program (RHCPP) of which Oregon Health Network (OHN) manages for the state, and the standard Rural Health Care Program (RHC).
FCC Extends RHCPP Deadline by 1 Year or 6/30/2011
