RFP 16 Q&A
The deadline for RFP 16 submissions is February 2nd, 2012, at 4pm. Please refer to the RFP scope document for details.
RFP 16 Clerical Error:
On page 18, #9 and #11, also page 12 #12 refer to a list of sites labeled “Appendix A”, this is incorrect and actually refers to the site list at the end of the RFP starting on page 35.
Question:
Will we (Vendor if awarded) be connecting via a DIM cross connect outside the CO or would we be terminating inside the CO. If inside the CO would we be charged a collocation monthly fee for having our equipment in the CO or is there a rack inside so that we can break out services with a clean point of demarcation? Or is this a POE (Point of Entrance) in a manhole outside the CO where we would do a Gig cross connect and those L2 services handed off? Also is CentryLink able to take any course light wave that we hand them for this project?
Answer:
Monthly Cross Connects if they use Century Link is $495.18 which included taxes (Roseburg, Medford, Pendleton and Klamath Falls) – They can run cable from there cage in the CO to ours and there would be no cross connect fees.
We don’t pay Cross Connects at The Dalles.
The Pittock costs are based on who and type of cross connect most of ours about around $100. Since we connect at the meet-me-room I would recommend that Charter talk to Tom Bechtell.
Question:
Question concerning cross connection fees at the Hub sites listed on Attachment E. We need to know if there are any cross connect fees associated to each hub site listed.
Answer:
From SDC:
“At all of the CenturyLink pops, we have ample fiber to meet any vendor that is also located in the CO. As far as I know, the only charge to the State is from Century link for the cross connects between the State’s network and the provider’s network. There is no need to host any provider in our space.”
Question:
Our proposal will contain bids from multiple vendors including ourselves. The other vendors in our proposal will be the vendor of record for any awards for those bids. How should we submit the notice of interest?
Answer:
Please have each individual vendor submit a notice of interest and make sure they note on that notice that they will be including their bids on your proposal. Please be sure that you also list all bidding vendors that will be represented on your letter of interest as well.
Question:
What is the latest date we can submit a letter of interest?
Answer:
All notices of interest are due no later than January 18th at 4pm. We need to have both the electronic and hard copies in hand by that time. Scanning and emailing is just fine for the hard copy—or snail mail as well.
Question:
I went to the OHN website and there is no date yet set for the bidder’s conference. Do you know if it will be before or after the beginning of the year?
Answer:
The call will be held on January 4th at 9am. An invitation will be sent to you as soon as we receive your notice of interest. The meeting is optional.
Question:
If the Vendor already has a contract with the State of Oregon, specifically DAS, for advanced telecom services which includes the terms listed in Attachment B of RFP #16, is there a requirement to have a specific contract with OYA or can we use a service order and include Terms that are specific to OYA? e.g the requirements for the RHCPP, FCC, and USAC.
Answer:
This will be a completely separate service order and contract between yourself and OYA. DAS and the SDC will not be party to the contract.
