RFP 11: Q&A
Dear all participating vendors,
Please be aware of the following update to RFP 11. In order to review your proposals we will need the following information for each proposed install:
All proposers will provide an estimated build time for each OHN site proposal. These estimates should be reasonably accurate to within 60 days of the final estimated circuit test and turn up time frame. This time frame will begin as soon as the awarded vendor receives the final Funding Commitment Letter from USAC. OHN understands that at this juncture these build time will be estimates, however they must represent a reasonably accurate completion time that takes all known factors into account. Please provide details for contingencies present that could positively or negatively impact the projected completion date. OHN reserves the right to withdraw any award should the awarded bidder fail to complete circuit test and turn up within 60 days of the estimated install time frame. All awarded proposers must agree to work with ONH throughout the installation period to ensure a timely completion of the project.
Please respond with any questions via the format listed in RFP 11.

Question:
Have you had a pre-bid conference call yet?
Answer:
No, it will be run on May 24th at 10am as per the announcement sent last week. If you or anyone else would like to attend the webinar, please respond via email by end of day today. The invites will go out tomorrow. This call is for vendors only.
Question:
Also, it looks like the RFP process will result in the award of the project to a single vendor, am I correct?
Answer:
You are correct.
Question:
Lastly, do you list the vendors/carriers on your web site who will be bidding on the project and if so, how do we access that list?
Answer:
It is impossible to tell who will actually bid on the RFP until they have provided their proposals so it would be better to provide you with a list of the past awarded vendors. Below I listed all currently awarded OHN vendors. This can be found on our resources page on the main web site:
Douglas Fastnet
Integra Telecom
ORCA
LS Networks
CoastCom
Inland
Quantum Communications
Charter Business
Eastern Oregon Telecom
Question:
Can you please clarify how one would submit a combined single bid for the Asher clinic system. During the conference call on RFP 11 the possibility of a single combined bid was mentioned yet that seems to be in conflict with the OHN pricing spreadsheet template that has each clinic listed separately.
Answer:
USAC requires that we submit all bids on a “per site” basis, so even though the award will be for all three sites and the price may be bundled we still need to have the total divided into the three sites with each listed with separate pricing. So do your best to divvy up the total build cost between all the Asher sites for the spreadsheet. Feel free to add a row to the pricing spreadsheet with your “bundled” price for all three sites.
