Who would you trust in creating service that monitors and manages Oregon’s first (and one of the nation’s) state-wide telehealth network? As a result of OHN’s receipt of the FCC Rural Health Care Pilot Program (RHCPP) subsidy, EasyStreet Online Services, an entrepreneurial Oregon business in Beaverton, embraced the challenge and won OHN’s business through an open competitive bidding process to provide the core monitoring and management services and overarching value of the network as our NOC. Make no mistake: building a state-wide network such as OHN is an unprecedented endeavor. OHN's Network Operations Center (NOC)
The OHN Network Operations Center (NOC) is the core service that’s offered by OHN. It monitors the network to ensure that each telecommunications vendor meets the contractually committed quality of service on its portion of the network. The public Internet lacks the quality guarantee for real-time real-time medical applications, including telemedicine consults and real-time medical education applications. (Health facilities are using the Internet for some of these applications, but complaints about lack-of-quality have limited the amount of use.) OHN makes it possible to obtain the economic advantages of Internet-like data transmission and the availability of connections to a very large number of sites, while retaining the quality of service that was previously available only on dedicated leased lines.
- OHN’s Strict Service Level Agreements
OHN is a managed leased services network, meaning that we don’t “own” the fiber/connections of the network. The telcom vendors (vendors) own the line/connection and lease back services (capacity) to you. However, these connections aren’t your average Internet connection. All vendors that choose to connect to OHN must comply with our very high Service Level Agreement (SLAs) standards through their contract with you.
OHN developed these SLAs to effectively meet the growing connectivity demands upon health care providers. These demands are required to meet the current and future operational and health information technology (HIT) needs that are increasingly needed to deploy successful programs and health care education that impact the delivery, quality and access of care to their surrounding and expanding communities. - Connection Troubleshooting: 24-7 Peace of Mind
Yours is not the standard Internet connection. Lives are on the line with your OHN connection. We understand that and work to make sure that the vendors themselves understand that contractually and through their interactions with OHN. OHN’s NOC has technicians available 24 hours a day, 365 days a year. The NOC staff is trained to work with your IT/Operations staff and your vendors to immediately address quality degradations. They proactively diagnose problems and work with your site IT staff as well as your service provider to restore service quickly when network problems occur. This full-time monitoring is backed by strict SLAs required of every telecom vendor connected to OHN.
- Accountability: Real-time and monthly reports
In addition to the value of troubleshooting and resolution services provided by our NOC, OHN participants also receive helpful monthly reports through our secure, web-based OHN “site” portal that is provided to every participant. Reports provide your IT and network staff with graphical and numerical data that measures vendor performance and a non-biased view of your service that does not include site-related outages or issues.
- With these reports, you have the ability to view:
- Availability
- Packet loss
- Jitter
- Mean Opinion Score (MOS)
- Round Trip Time (RTT)
More importantly, these reports empower you as the participant by providing detailed views needed to determine if your vendor is meeting OHN SLA standards. Additionally, the reports can demonstrate if you eligible for compensation per your contract (Please note that any claims must come from the participating OHN site directly.
